I don't believe that much of this so called 'magic' is that far off. Once thirty years ago I bought a vhs video camera. It was a great old huge thing that was 16 inches long, 4 inches wide and 10 inches tall. Yesterday, I bought a set of polaroid glasses that had a video camera built into them, complete with motion and audio. As for the wands, I built a unit from a micro wave oven that could start fires 100 meters away. Now it just needs to be reduced in size like the video camera. If one stus Quantum physics they realize that the world of Harry Potter is not that far away as one would think. Remember="God, Miracles and Magic are just names we apply to things we do not understand."= Once understood the magic falls way and we start to laugh at what we used to believe.

regarding the beginning of your post - how good a wizard IS doesnt depend on his wand, perhaps how well he operates and how well he can channel his magic does. But changing a wizards wand doesnt change his ability, talant, or potential.
